What GeM is

The Government e-Marketplace (GeM) is the central government's online procurement platform, launched in 2016 to replace the old Directorate General of Supplies and Disposals system. Central ministries, state governments, public sector undertakings and autonomous bodies use it to buy everything from stationery and furniture to vehicles, IT hardware, manpower services and facility management.

For a supplier, GeM changes the economics of selling to government. There is no tender document to buy, no physical bid submission, and the entire buyer base is reachable from one profile. Registration as a seller is free.

What GeM does not do is generate demand on its own. An empty or badly categorised profile receives nothing. Orders follow a catalogue that is complete, correctly categorised against the buyer's search terms, and priced against the competition — which is where most of the real work sits.

Seller categories

OEM

You manufacture the product. OEMs can create brands, authorise resellers and are preferred for many bid conditions.

Reseller

You sell another manufacturer's product under their authorisation, using an OEM-issued reseller code.

Service provider

Manpower, housekeeping, security, transport, IT and consultancy services are all procured through GeM.

Under the General Financial Rules, government buyers may purchase directly from a GeM seller up to a low value threshold, use a comparison of at least three sellers for mid-value purchases, and must run a bid or reverse auction above that. Thresholds are revised from time to time — we brief you on the current limits when we set your catalogue pricing.

Who can register

Almost any lawfully constituted business can register as a GeM seller: proprietorships, partnership firms, LLPs, private and public limited companies, trusts, societies and cooperatives.

  • A valid PAN for the business
  • An Aadhaar-linked mobile number for the authorised signatory, or a valid DSC
  • A business bank account in the name of the entity
  • A constitution document — incorporation certificate, partnership deed or Udyam certificate
  • GST registration, where your turnover or supply type requires it
  • Income tax returns, which some product categories and bid conditions require

Registering as an OEM carries an additional step. To create your own brand on the platform you must apply to the OEM panel and, for many categories, complete a vendor assessment conducted by an independent assessment agency. This examines your manufacturing capability, quality systems and financials.

How registration works

  1. Account creationThe seller account is created against the business PAN with the authorised signatory's Aadhaar-linked mobile or DSC.
  2. Organisation profileConstitution, address, GST and MSME or startup status are entered and validated against the source databases.
  3. Bank account validationThe account must be in the entity's name and is verified before you can receive orders.
  4. Catalogue creationProducts or services are listed against GeM's own category structure with correct specifications, images and pricing. This is the step that determines whether buyers find you.
  5. Brand and OEM panelManufacturers apply for OEM status and register their brand so resellers can be authorised.
  6. Vendor assessmentRequired for OEMs in many categories. An independent agency assesses capability and quality systems.
  7. Go live and bidYour catalogue becomes visible to buyers. We walk your team through direct purchase, L1 comparison and bid participation.

Basic seller registration is usually completed within three to seven working days. Vendor assessment, where required, runs on the assessment agency's own schedule and takes considerably longer.

Frequently asked questions

Short answers to what clients ask most often about GeM Registration.

Yes — creating a seller account and listing on GeM costs nothing. Charges arise only where a category requires a vendor assessment, which is paid to the independent assessment agency, and on certain transaction-based fees the platform levies on high-value orders. Our fee is for setting the profile and catalogue up properly.

It depends on what you supply and your turnover. Many categories effectively require a GSTIN, and government buyers generally expect a tax invoice. If you are below the threshold and not otherwise required to register, we will tell you — but for most sellers seeking government orders, GST registration is worth having.

An OEM manufactures the product and can create a brand on the platform and authorise others to sell it. A Reseller sells an OEM's product using a reseller code that OEM has issued. A Service Provider offers services rather than goods. Choosing the wrong category at signup causes problems later, so it is worth getting right at the start.

Vendor assessment is an independent evaluation of a manufacturer's capability, quality systems and financial standing, carried out by an assessment agency appointed for the purpose. It is required for OEMs in a number of product categories before their brand can be listed. Service providers and resellers generally do not need it.

Micro and small enterprises with a valid Udyam registration, and startups recognised by DPIIT, can be exempted from prior turnover and prior experience conditions in many bids — the single biggest barrier for a new supplier. Claiming these requires your Udyam or DPIIT status to be correctly reflected on your GeM profile, which we set up.

That depends on your category, pricing and catalogue quality rather than on registration itself. Sellers in competitive commodity categories may see direct-purchase orders within weeks; specialised categories work on longer bid cycles. Any consultant who guarantees you orders is not being straight with you.
